Quick answer
On 27 October 2026, Bitwarden Teams cost $4 per user per month on annual billing, so $40 for 10 people. 1Password's Teams Starter Pack cost a flat $24.95 a month for up to 10 users. Passbolt Pro cost $4.90 per user with a 10-user minimum, and its Community Edition is free to self-host. Vaultwarden is a free, unofficial server compatible with Bitwarden's apps.
A password manager is the security purchase most small teams make first, and the pricing models differ more than in most categories: flat packs, per-user plans, seat minimums and free self-hosted servers. Below are four options priced at 5, 10 and 25 users, read from vendor pages on 27 October 2026.
Cost at three team sizes
Monthly, annual billing.
| Option | 5 users | 10 users | 25 users | SSO from |
|---|---|---|---|---|
| 1Password | $24.95 (Starter Pack) | $24.95 | $224.75 (Business) | Business |
| Bitwarden | $20 (Teams) | $40 | $100 | Enterprise |
| Passbolt | $0 CE / $49 Pro (10-seat min) | $0 / $49 | $0 / $122.50 | Pro |
| Vaultwarden | $0 + server | $0 + server | $0 + server | n/a |
Profiles: 1Password, Bitwarden, Passbolt.
1Password
1Password's Teams Starter Pack costs $24.95 a month billed annually ($299.40 a year) and includes 10 members, with a 10-user minimum and a 20-user ceiling. Extra seats cost $4.99 each. Business costs $8.99 per user per month billed annually, from one user, and is the lowest plan listing identity-provider integration (Okta, Entra ID, OneLogin, Duo and others). There is a 14-day trial and no free business plan.
The pack is excellent value at 10 people and weaker past that. At 20 it costs $74.85, and at 21 the only self-serve route is Business.
Bitwarden
Teams costs $4 and Enterprise $6 per user per month, billed annually. Bitwarden says users are added "at a flat rate per seat". The Enterprise card lists passwordless SSO integration and the flexibility to self-host. We could not read the full comparison table, so we cannot confirm SSO on Teams. Bitwarden's server repository contains both an AGPL-3.0 licence and a separate Bitwarden licence, so not every component is open source.
Passbolt
Passbolt is open source under the AGPL-3.0. Its Community Edition is "Free forever" with unlimited users, self-hosted. Pro costs $4.90 per user per month billed annually, with a 10-user minimum, and adds SSO through Microsoft, Google and OpenID. Enterprise is quoted. The minimum means a five-person team on Pro pays $49 a month, more than Bitwarden Teams for the same people.
Vaultwarden
Vaultwarden is "an alternative server implementation of the Bitwarden Client API, written in Rust and compatible with official Bitwarden clients". It is AGPL-3.0, free, and explicitly "not associated with Bitwarden or Bitwarden, Inc.". Teams use it to run a Bitwarden-compatible vault on a small server of their own. There is no vendor support. If you want self-hosting with a vendor behind it, Bitwarden Enterprise offers that.
Should a small team self-host its passwords?
Running your own vault moves responsibility, not just cost. A credential store is a high-value target, so patching, backups and access control all become your job. For a team with a capable administrator and a reason to keep data in-house, Passbolt Community Edition or Vaultwarden on a server from our server comparison can work well. For everyone else, $4 a user is cheap insurance.

Questions
What is the cheapest password manager for a team of 10?
1Password's Teams Starter Pack cost $24.95 a month billed annually for up to 10 users on 27 October 2026, about $2.50 per person. Bitwarden Teams cost $40 for 10 users. Self-hosting Passbolt Community Edition or Vaultwarden has no licence fee but needs a server and maintenance.
Which password manager plan includes single sign-on?
On the pages we read, 1Password lists identity-provider integration from its Business plan at $8.99 per user per month. Bitwarden lists SSO on Enterprise at $6. Passbolt includes SSO with Microsoft, Google and OpenID from Pro at $4.90, which has a 10-user minimum.
What happens when a team outgrows 1Password's Starter Pack?
The Starter Pack includes 10 users and can extend to 20, with extra seats at $4.99 each per month. Twenty users costs $74.85 a month. Beyond 20 users, the self-serve option is Business at $8.99 per user per month billed annually, which is $224.75 for 25 users.
Is Vaultwarden the same as Bitwarden?
No. Vaultwarden is an independent server written in Rust that works with the official Bitwarden apps. Its repository states it is not associated with Bitwarden, Inc., and it is licensed under the AGPL-3.0. Bitwarden's own Enterprise plan also allows self-hosting, with vendor support.
Is self-hosting a password manager a good idea for a small team?
Only if someone can run it well. A credential vault is a high-value target, so updates, backups, encryption at rest and access control all fall on you. For many small teams, a hosted plan at $4 per user is cheaper than the time and risk of running their own vault server.
